I have a celtic band tattoo around my anckle - 10 yrs old - it bleed a lot at the time but its a tender area. Is that possible - where it doesnt look so smooth maybe little bumps...(could also be from hair growth and shaving ...?

it is possible for a tattoo to be done too deep which can cause scarring. once healed if the skin stays raised it will be permanently raised, my first tattoo scarred and even tho i have had it covered up i can still feel it.

the raised skin should have nothing to do with hair growth or shaving.

It can be too deep but it wouldnt cause bumps, and no a touch up wont smooth it out, if overall the tat turned out good, then thats all that matters it just means deeper scar tissue, if it was deep then sure it will bleed more and hurt more. But if hair grows through it then chance s are that it wasn't all that deep or it would have dammaged the hair follicles, could just be dry skin.

The ankle can be tricky - working over bone in an area that gets a lot of tattoo abuse - motion and rubbing on things - sometimes makes healing well difficult and on occasion you could have some raised areas. Nothing to worry about - it doesn't necessarily mean it was put in too deep.

The only time you would have bumps like that from shaving would be a few ingrown hairs - be sure to moisturize the skin well there.
